At the end of the story Tom is sold down the river to raise money for the "creditors" of the Percy Driscoll estate rather than executed for murdering the Judge. That's what this illustration depicts. That smiling minstrel show caricature pushing the wheelbarrow is the last representation of slaves we see in the text. There are no images of Tom being sold, or going down the river.
